Can someone please help?!?! I noticed that the em0 interface is up but the em1 interface is down

0 em0 Up Disabled
1 em1 Down Disabled
All of my fabric links and reths are up. I have 2 RE in my SRX5800 cluster so em1 should be up. I looked at KB27820 which states the following:
In the shell, the command ifconfig em[0|1] will display the state of the interface. If the interface is hard down, re-initialize the interface using the ifconfig em[0|1] up command.
If the em interface cannot be brought up by the above method, there could be a faulty port/circuit on either the Routing Engine or the SCB.
When I ran this command in the shell, both interfaces are <PRESENT|RUNNING> and <UP|MULTICAST>.
I tried bringing down the em1 interface wwith the "ifconfig em1 down" command, but when I did a "ifconfig em1" it was showing up. So I went back to the cli and ran the command " show interfaces terse em1" it was up up and the em0 was up up also. Is it the code I am running that could be the problem (12.1X46-D25.7). I AM VERY CONFUSED.
