Thank you for your reply.  Unfortunately this was not enough to get the logs flowing.  There was no indicate of a problem when I turned this on:

set system syslog file deleteme any any

Any idea what else is needed besides:

set routing-options static route 10.16.0.22/32 next-table vr1.inet.0
