Just replace vlan-tagging with flexible-vlan-tagging and try again.

delete interfaces ge-0/0/9 vlan-tagging 
set interfaces ge-0/0/9 flexible-vlan-tagging 
set interfaces ge-0/0/9 native-vlan-id 1
