Hi,
The configuration sync happens over the control links. They seem to be up :-
Control link status: Up
Control interfaces:
Index Interface Status
0 em0 Up
1 em1 Up
I would suggest that you run the following command a few times to see if the hearbeats sent/received are incrementing over the control link :-
>show chassis cluster statistics
If the counters are incrementing, it could be a possible software issue as the version 11.4 is an unstable release and already End of Support.
Please upgrade the cluster to the recommended versions which can be found in the following link :-
http://kb.juniper.net/InfoCenter/index?page=content&id=KB21476
It should work fine after the upgrade.
