The configruation for the VPN tunnel looks prefectly fine and should not cause any such issues ideally.

To investigate upon the issue we would need the following logs at the time of the issue:-

1. Flow traceoptions for the traffic that is expected to go over the VPN tunnel.
2. Output of show security ike security-association
3. Output of show security ipsec security-association
4. Both phase 1 and phase 2 details for the tunnel from the Fortinet end as well.
